MEC Masuku and municipalities agree on financial management interventions

Mpumalanga’s MEC for Finance, Mr Madala Masuku held his first Executive Meeting with the Members of Mayoral Committees for Finance and Chief Financial Officers from the 21 municipalities in Nelspruit on Friday, 26 April 2013.

The newly established forum for MEC and Members of Mayoral Committees for Finance is a body that will provide leadership and strategic support on financial administration to municipalities in the Province.

The forum is intended to support other interventions that the Executive Council has put in place to improve overall governance programmes in the Province.

MEC Madala Masuku said seamless coordination and support at the strategic leadership level between the Provincial Treasury and all Municipalities in Mpumalanga is necessary for the realisation of the envisaged financial maturity level.

“It is essential for the two spheres of government to collaborate and support each other to advance the shared constitutional responsibility of ensuring good governance and financial accountability,” said MEC Masuku.

Mr Masuku said the collaboration by all stakeholders within the municipalities will assist the Province in its pursuit of achieving the objectives of Operation Clean Audit.

“The people who must make the clean audit objective possible and attainable are the Members of the Mayoral Committees for Finance, Chief Financial Officers and Internal Auditors in all municipalities.

“We will look at establishing other technical forums in the areas of Information Technology and Infrastructure to support the objective of this Forum and the Members of the Mayoral Committees to drive the governance improvement programme”, added MEC Masuku.

The meeting agreed that regular meetings between the Executive Mayors and Chairpersons of the Audit Committees will be convened to discuss issues that are common to the audit process and outcomes of each municipality. The Provincial Treasury will carry the cost of such engagements as part of the efforts to improve implementation of targeted intervention as part of the Operation Clean audit project.

MEC Masuku also welcomed the improvement in the absorption rate of internship candidates who have undergone a full training in Municipal Finance Management Programme. A total number of interns that have been appointed in various municipalities have increased from 25 in 2008 to 78 in 2013.

The establishment of Finance MuniMEC is an important governance forum that supports the implementation of strategic interventions to assist municipalities to address issues that were raised in the recent reports of the Auditor General South Africa.
