MEC Coleman tables Mpumalanga budget

Nelspruit – MEC for Finance Mmathulare Coleman tabled the 2005/06 provincial budget with a total revenue of R15,075 billion, which represented a 9.6% increase from the previous year’s budget of R13,788 billion at the Mpumalanga Legislature Chambers.

The R15 billion budget is made of R9.976 of equitable share, R4,802 billion of Conditional Grants, R272,407 million of own revenue and R54,679 million from the provincial surpluses.

The budget served as a foundation of the anticipated strategic goals for development and economic performance as contained in the Provincial Growth and Development Strategy (PGDS) final documentation.

The PGDS is government’s guiding tool to carry over plans and visions for the next decade.

MEC Coleman said as government deliberates and strategises on issues of development and economic growth, it couldn’t do it in isolation to the contributions of women and those of the youth and people with disabilities.

“ For us to be able to realize the main pillars of the PGDS, we need to ensure that we maximize our revenue collection efforts and this can be done through developing new strategies and ensuring that all role players are committed towards the success of those strategies,” MEC Coleman said.

The Provincial Treasury will in this financial year assist departments to realise optimal collection of own revenue through strategies already discussed with those strategic departments.

Some of the strategies that will be applied to collect own revenue this financial year include intensifying the campaign to urge vehicle owners to register their vehicles in Mpumalanga, revising vehicle tariffs on an annual basis without failure, strengthening the internal controls and systems regarding the overall cash management of revenue collection and exploring new sources of raising revenue among others.

Government currently relies on Gambling and Betting (R28 million), Hospital Patient Fees (R26 million), Motor Vehicle Licenses (R126 million) and other sources (R92 million) as major sources of income.

The Department of Health and Social Services received the biggest amount totaling R6.493 billion which provides for improved management of hospitals, renewal of equipment and streamlining of management of medicine and other supplies to accompany the hospital rehabilitation programme.

The Department of Education received R5.737 billion to provide for the development of the mental, spiritual and physical potential of pupils by means of education and according to set policies and objectives.

The Department of Roads and Transport received R906,913 million to render support service to the broader public, provide and maintain road infrastructure network, transportation management support and traffic control according to prescribed norms and standards.

The Department of Agriculture and Land Administration received R563,881 million to build an efficient and internationally competitive agriculture sector as well as to conserve natural resources.

The Department of Local Government and Housing received R498,765 million to promote sustainability of municipalities and integrated housing and human resettlement development.

The Department of Public Works received R272,301 million to render support service to the broader public and in particular provincial government on the maintenance of accommodation for departments and the coordination of the Expanded Public Works Programme (EPWP) in the province.

The Department of Economic Development and Planning received R190,492 million to facilitate and stimulate economic development, to mobilize foreign direct investment, facilitate Broad Based Black Economic Empowerment, stimulate and promote tourism development and to expand access to finance Small Medium Micro Enterprises.

The Department of Finance received R142,895 million to effect the Municipal Finance Management Act and Public Finance Management Act and to render policy advice, planning and monitoring of expenditure in the province’s and municipal finances.

The Office of the Premier received R100,873 million to coordinate the activities of different departments, management and coordination of cooperative governance and the management of international relations as part of government’s objectives to build a better continent and a better world.

The Department of Culture, Sport and Recreation received R74,676 million to carry out its mandate of making sure that people have access to the benefit of Culture, Sports and Recreation.

The Provincial Legislature received R56,685 million to enable it to fulfill its constitutional mandates and other functions.

The Department of Safety and Security received R37,245 million to promote community participation in policing matters, crime prevention projects and monitoring of policy implementation by the South African Police Services (SAPS).

MEC Coleman said she was confident that the this budget will see the Provincial Government going a long way towards alleviating the challenges that are brought about by poverty, unemployment, inequality and underdevelopment in the province.
