Delegates meet to pilot a learning programme on Revenue Management

Delegates attending the Revenue Management focus group at Ehlanzeni disaster management centre on Friday, the 22 April this year had all agreed that lack of Provincial Revenue Strategy contribute to province’s scant in revenue collection.
The Provincial Treasury together with the National Treasury coordinated a session wherein representatives from all provincial departments had a robust discussion on the draft of Revenue Management Framework [RMF] and Revenue Management Guidelines [RMG].
Mr Xolisa Dladla, financial advisor [capacity building] from National Treasury said since all provinces use different methods to collect their revenue the National Treasury saw it fit to develop common guidelines.
“The discussion will assist the province to improve its revenue collection, as we know Mpumalanga had only contributed less than a per cent in the country’s total revenue collection last financial year,” Dladla commented.
According to Dladla Mpumalanga remains the least province in contributing to country’s total revenue collection.
Mr Dladla is confident that once the RMF and RMG have both been approved they will assist provinces to enhance their revenue collection.
“These two policy documents will go a long way in changing the mindset of user departments and improve the provincial revenue altogether,” added Dladla
Earlier this year MEC for Finance, Economic Development and Tourism Mr Sikhumbuzo Kholwane emphasised on the need for the province to improve on revenue collection.“We have set ourselves a target of 4.2 billion rand revenue
collection in the medium-term, this will require an improved collection capacity of our departments and public entities; improved debt recovery, exploration of new revenue streams as well as the introduction of new reforms such as possible revenue retention by departments
that exceed set targets,” MEC Kholwane said during the tabling of the provincial budget speech.
The above mentioned process by MEC Sikhumbuzo Kholwan is underway to identify available solutions to reduce and eliminate expenditure on non-core activities.
