Senior Human Resource Practitioners met to make a contribution to a programme of improving financial management side of human capital in the Mpumalanga Province at Protea Hotel Kruger Gate on Friday, 25 October 2013.
The Mpumalanga Human Resource retreat was held as part of the rollout programme that was announced by the MEC for Finance, Mr Madala Masuku in his policy and budget statement for 2013/14 earlier this year.

The retreat is also part of the thematic programme of “Going Back to Basic of Financial Management.”

The main aim of the programme is to bring all functional units to jointly assess financial performance and legislative compliance matters that impact on the financial management in Mpumalanga Province.

According to the current Estimates of the Provincial Revenue and Expenditure, the payments towards the compensation of employees constitute 60 per cent of the total appropriated R33,7 billion budget for the current financial year.

The Provincial Human Resource Management units are expected process a total of R18 357 billion towards salaries of the employees by the end of this financial year, up from R17 003 billion in 2012/13.

Officials were encouraged to positively engage specifically on how to improve the Human Resource practices which amongst others will assist in cutting high debts and assist departments to achieve clean audit and other important governance aspect in their respective departments.

The retreat was held under the theme, “Striving for excellence through effective Human Capital Management”.

The retreat considered and made good suggestions on critical tasks that will be implemented immediately to protect the departments against disclosure risks areas in Human Resource environment, which may impact on the clean audit project for the current financial year.

The issues that are raised in the general reports of the Auditor General of South Africa ranges from leave management, filling of vacancies within stipulated timeframes, holding managers accountable for audit results, appointment processes.

This retreat was conducted in partnership with the Department of Public Service and Administration, Public Service and Office of the Premier.
